What are the goals and objectives of the comprehensive Non-Coastal Zoning Ordinance update?
The goals and objectives of the Non-Coastal Zoning Ordinance update are:
- Ensure the regulations are consistent with federal, state, and local laws;
- Resolve internal conflicts that are a result of incremental updates to the ordinance;
- Codify Planning Director equivalency determinations and policy interpretations; and,
- Provide an ordinance that is easier to understand by correcting grammatical, typographical and punctuation errors, creating an organized, uniformed style and format throughout, reorganizing sections so that similar topics are located relatively in the same location in the ordinance, and providing a clear set of regulations for County residents, businesses, staff, and decision-makers.
Will the comprehensive Non-Coastal Zoning Ordinance update occur at one time?
The comprehensive zoning ordinance update will occur in several phases:
- Phase I focused on clerical and regulatory amendments to Articles 1 through 4, 6 through 9, and 11 of the Non-Coastal Zoning Ordinance. Phase I was heard by the Planning Commission on November 14, 2024 and adopted by the Board of Supervisors on December 17, 2024.
- Phase II focuses on additional clerical and regulatory amendments to Articles 1 through 15, 17, and 19 of the Non-Coastal Zoning Ordinance. Phase II was heard by the Planning Commission on June 26, 2025 and will be heard by the Board of Supervisors on September 16, 2025.
- Future phases will include more substantive policy and regulatory amendments to the Non-Coastal Zoning Ordinance. These phases are anticipated to be heard by the Planning Commission and the Board of Supervisors in late 2025 and 2026.
How and when does the public submit public comments for the comprehensive Non-Coastal Zoning Ordinance update?
The opportunities to submit public comments are during the following phases of the amendment process:
- The release of the Planning Commission staff report and exhibits; and,
- The release of the Board of Supervisors letter and exhibits.
